Abstract：
在2021年职业教育大会上，党中央肯定了职业教育的重要性，在新的发展形势下，提出职业教育的教育理念、教育体系、办学格局、育人模式、管理体制和保障机制。职业教育迎来发展的时代机遇，本课题以财务管理为着力点，深挖日常财政专项管理的弊病，研究构筑财政专项绩效评级体系的思路，找出症结，给出建议。旨在盘活财政专项资金，在提高财政资金使用效率的同时，兼顾经济效益和社会效益，助力高职院校发展，为国家培养技能型人才。
