Abstract：
如今，随着我国教育的不断发展，国家对小学教师提出更高的要求，而新书院形态下的党员双培养机制，是改善教师队伍质量的重要途径，本文对此进行深入分析，阐述新书院形态以及双培养机制的含义，简述现阶段新书院形态下党员教师双培养机制存在的问题，提出将骨干教师培养成为党员以及将教师党员培养成为骨干教师的策略，希望能为小学教育者提供帮助。
