    现阶段，随着人们生活质量提升，人们的需求逐渐由以往的物质追求方面向精神追求方面发展。群众文化作为群众丰富精神生活的重要内容，在精神层面、社会层面和教育层面发挥着积极作用。加强文化的宣传对于建设现代化文化体系发展具有重要作用，促进我国“文化强国”事业的建设与开展。而群众文化志愿者对群众文化实践发挥着重要作用。为满足社会群众精神需求，提高全民综合素质奠定良好基础。
