工程索赔按目的分类有工期和费用索赔两种，本文从费用索赔出发，重点探究了一揽子方式的费用索赔，说明在特定情况下一揽子索赔方式的特殊应用，通过在斯里兰卡Kahawatte镇A18道路改造项目仲裁案例的引入，介绍了一揽子索赔的特殊应用方式，为索赔困境提供了思路。
