    本文主要以文化馆的职能及对于群众文化建设的意义研究为重点进行阐述，首先对文化馆的职能进行分析，其次从建设新型文化馆，实现社会发展需要、加强文化馆宣传，提升群众服务功能、构建人才培养机制，实现文化尖兵目标和强化社会公益功能，加大无偿服务力度几个方面深入说明并探讨，旨意在为相关研究提供参考资料。
