    Abstract：

    在我国城市化建设进程不断加快的新时代下，城乡建设用地需求的增加与有限的农村耕地土地资源之间的矛盾日益凸显，我国因此提出了城乡建设用地增减挂钩制度，基于耕地占补平衡的理论打破传统思维模式，推进制度创新，更好地保护耕地并提升农村土地资源利用，满足城乡建设所需。文章就重点针对此制度实践中的问题及创新方法加以讨论。
