    Abstract：

    阐述了全域土地综合整治内涵，从功能实现、实施内容、作用机制等方面与传统土地整治进行比较，并总结了全域土地综合整治在安徽的具体实践。基于此，提出全域土地综合整治应坚持突出产业支撑优势、构建宜居生活空间、优化生态网络体系的总体策略，并从规划引领、制度供给、资源整合、工程设计等方面予以保障实施，以期为构建全域土地综合整治理论和实践体系提供有益参考。
