    Abstract：

    近年来，环保逐渐受到生活各个领域的高度重视，环境监管也面临越来越多的问题，从而使我国环境保护的持续发展受到了限制。生态环境作为珍贵的社会资源，单纯依靠国家并不能保证环境监督的质量，需要广大群众共同参与其发展的监督控制。本文对湖泊生态环境保护监管能力的建设，并且提出提高环境监管技能的相应建议，希望能够为我国环境监管提供参考资料。
