    Abstract：

    2020年是海绵城市近期建设的考核年，国家和各省相继发布文件要求各地市开展海绵城市建设效果评估，标志着我国海绵城市建设模式从试点带动向以评促建的转变。本文系统梳理了“十三五”期间我国海绵城市的建设成效和在建设过程中存在的部分问题，回顾了国家近两年发布的海绵城市相关政策；总结过去的成功建设经验，推广到系统化全域海绵建设工作中。
