    将海绵城市的理念融入城市规划、工程设计、建设、维护的各过程之中，不仅可以节约水资源、保护和改善城市生态环境、有效缓解城镇化过程中产生内涝问题，更能体现中国传统城市规划中讲究因地制宜、顺应自然规律，重视天人和谐的设计观念和生态设计意识。
