    Abstract：

    城市文化建设背景下，加快公共文化管理与完善管理框架成为我国加快城市化水平提高的关键所在。值此背景下，本文通过概述城市文化建设与公共管理的概念，分析城市文化建设背景下公共管理存在的问题，提出从增加经费投入、加强制度建设、完善公共管理体系三方面创新构建公共管理框架，希冀为我国城市文化建设与公共管理提供有价值的参考。
