    Abstract：

    高速公路PPP项目虽然在多方政策扶持下广泛推进，但企业负债率高、资金成本高等融资难题也同步显现，这些问题制约了高速公路建设的快速发展。本文对高速公路PPP项目融资模式“痛点”进行阐述，提出规避合同风险，健全融资支持政策、完善信誉评级制度等思路与建议，以期对PPP项目融资有所帮助，实现高速公路项目和PPP模式的契合。
